Background

Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice and throughout Los Angeles County. The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through 20+ programs in four pillars of service: Outreach and Engagement, Housing Services, Mental Health, and Education and Vocational Training. St. Joseph Center serves more than 10,000 people each year. 

Brief Description of Principal Activities

Multifaceted intervention, prevention, mental health, and housing assistance is offered through street outreach and 9 service sites throughout Los Angeles County. St. Joseph Center also provides on-site services at five permanent supportive housing developments, and will provide services at an additional six more sites in the coming year. St. Joseph Center’s total holistic approach to services provide our clients with the help they need to regain their stability.

Job Description

Job Summary

St. Joseph Center (SJC), a multi-program social service agency is recruiting a Program Manager in its Mental Health Division. Serving as a team leader while adhering to the mission of St. Joseph Center, the Program Manager is responsible for providing both administrative and clinical supervision to program staff as well as overseeing day-to-day operations of the Housing Supportive Services Program (HSSP).

ESSENTIAL DUTIES & RESPONSIBILITIES

The Program Manager key areas of responsibilities include:

Key Areas of Responsibility:

  • Provide clinical and administrative supervision to all program/department staff.
  • Along with the Director, oversee service delivery and quality control issues to maintain the highest standard of services.   
  • Along with the Director, manage program activities in adherence to agency and contractual requirements and assure timely completion of all required documentation related to the program
  • Coordinate and collaborate with other service providers, police and public safety officers and/or any other community resources.  

Essential Duties:

  • Build trust and rapport with individuals.
  • Maintain appointment scheduling of psychiatric appointments for clients.
  • Assess individuals and complete assessments, re-assessments, and client treatment plans that are required by the agency and funders as needed. 
  • Implement client treatment plans, emphasizing coordinated strategies for addressing mental health/substance abuse issues, relapse prevention, medication management, and any other risk factors that could impede permanent housing as needed.
  • Provide ongoing assessment of client progress in attaining goals as needed.     
  • Provide complete documentation, while meeting medical necessity, of all services and plans provided to clients as needed.
  • Collect statistics and prepare reports for funders and internal agency use.
  • Provide skill building, rehabilitation, crisis intervention, and therapy services to individuals and groups as needed.
  • Utilize and assist supervisees with utilizing evidence-based practices and best practice models to meet each client’s individual needs.
  • Participate in other St. Joseph Center community, administrative and fundraising activities as necessary.   
  • Participate in appropriate contract and funder related meetings. 
  • Monitor weekly and monthly staff productivity.  
  • Along with the Director, develop, review and revise, all administrative policies and procedures in keeping with program requirements as needed.   
  • Along with the Director, create a program budget and monitor spending during the fiscal year.

Qualifications

Knowledge, Skills & Abilities:

  • Must have a current licensure as an LMFT or LCSW in the state of California
  • Must be highly motivated and a self-starter. 
  • Must have the ability to communicate with and relate to a diverse group of people including clients, community, and other staff. 
  • Must have excellent administrative and organizational skills.
  • Must demonstrate ability to manage and supervise professional and para-professional staff while handling multiple tasks and relating to diverse populations.

Experience:

  • 2 years minimum management and/or supervisory experience.  
  • Experience working on or supervising a DMH contracted program is preferred.
  • Experience providing mental health and substance abuse services in a community setting; experience working with the mentally ill/dually diagnosed population; para-professional and administrative staff is preferred.
  • Experience providing case management, mental health and substance use services in a community setting with homeless or at- risk populations

Education:

  • Master’s degree from an accredited college or university in social work, human services or a related field.

Direct Reports:

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to use widely supported internet browsers.
  • Ability to use various electronic health records and other databases.

Certificates, Licenses and Registrations:

  • Current licensure as an LMFT or LCSW in the state of California
  • Valid California Class C Driver License and clear DMV report required.
  • Valid automobile liability insurance.

Travel Requirements:

  • Travel to meetings at multiple St. Joseph Center sites and at community partners’ locations as needed.
