About GARE

The Government Alliance on Race and Equity (GARE) is a national network of local, regional and state government jurisdictions. Racial equity practitioners within member jurisdictions to design and implement strategies that serve to advance a more racially just and equitable society.

Specifically, GARE fosters critical connections among racial equity leaders and practitioners in order to develop and share skills, lessons and approaches to strengthen racial equity policies, practices and cultural strategies within jurisdictions.

Position Summary

The GARE Director of Data and Insights will work collaboratively with GARE staff and membership, as well as Race Forward’s research department, to oversee all data driven strategies for the GARE network. This includes overseeing the development of evaluation frameworks for GARE members as well as the network’s programming and strategy, creating data tools and approaches, and developing partnerships and alliances to serve the needs of GARE and influence the field. This position will also supervise the Data and Insights Manager.

Duties and Responsibilities

Works under the direction of the Deputy Director of Innovative Strategies to:

  • Develop equity-focused, community-centered approaches to evaluation that advances the work of GARE members and the GARE network as a whole.
  • Develop data tools and strategies, and work with GARE Network Engagement Director and Director of Community Curation to disseminate and promote tools to the network at large.
  • Work with internal and external partners, and consultants, to create and implement data-driven projects that cross multiple scales and scalable data driven offerings for the membership.
  • Participate in the development of program-level theories of change and ensure that all evaluation activities align with those theories.
  • Work with program staff and partner organizations to support program design and develop program-specific and cross-program monitoring, impact and evaluation frameworks.
  • Ensure the use and integration of evidence-based practices and assessments.
  • Build a data-driven approaches clearinghouse and other resources for the GARE network online community
  • Oversee the development of a data dashboard with key indicators for GARE
  • Oversee the employee survey project administering the survey for members
  • Build a community of practice that informs data-driven approaches to measuring, monitoring, and evaluating racial equity work in government
  • Provide thought leadership to inform data-related considerations
  • In collaboration with the Director of Operations, oversee internal data infrastructure to enable the collection and analysis of programs, and evaluation of data that informs direction and articulates impact, as well as direct external data collection efforts.
  • Supervise and oversee the Data and Insights Manager.

Knowledge Skills and Abilities

  • Knowledge of principles of equitable evaluation and culturally responsive evaluation.
  • Knowledge of best practices in evaluation methods and approaches, both qualitative and quantitative
  • Experience with data collection.
  • An understanding of change theory, both organizational and institutional.
  • An ability to communicate data related information in an accessible manner both orally and in writing.
  • Skills in racial equity analysis and assessment.
  • An understanding of local, state and regional government practices and structures with relation to the use of data.
  • An ability to manage multiple projects and oversee consultants.
  • Demonstrated ability to collaborate within and across teams.
  • An ability to think strategically and on a systems level.

Qualifications and Experience

  • 10 plus years of experience in research and/or evaluation
  • Experience with evidence-based practice and data strategies in public administration.
  • Experience working in government a plus
  • A Masters degree in related field or equivalent experience required.
  • Demonstrated passion for and investment in advancing racial justice and equity.
  • Experience in data base management,
  • Demonstrated core competencies in racial equity work.
  • High personal integrity

Additional Information

This position requires long periods of time at a desk on a computer, up to 8 hours daily.
