Overview

SUMMARY OF DUTIES AND RESPONSIBILITIES:

The ECS Behavioral Health Clinicians work across ECS program sites and in the community on a mobile basis in order to best meet the behavioral health needs of clients. The ECS Behavioral Health Clinicians provide intensive and consistent services that follow clients across shelter, interim housing, and permanent housing locations. Clinicians provide direct intervention and coordinate services and planning for clients with significant mental health, substance abuse and criminal justice issues that impact their ability to maintain in the community. Responsibilities include direct services to clients including clinical and intensive case management/linkage functions, maintenance of case records and progress notes, participation in the programs multidisciplinary team and using flexibility to work evenings and weekends as needed. ECS Behavioral Health Clinicians strive to provide individually tailored services to assist the client to promote wellness, identify and mitigate risky behaviors, and improve functioning levels at their home and in the community.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Meet with clients on a weekly basis or as needed to further treatment goals; providing mental health services including assessment, diagnosis, referral, consultation, brokerage, counseling and crisis management.
  • Cultivate and maintain relationships with outside agencies and treatment teams (e.g. HOT Team, Citywide, host-shelter staff, etc.) on behalf of clients to support their efforts to secure benefits, housing and resources that are essential to achieving established goals. Assist clients in developing and learning appropriate methods of advocating for themselves.
  • Achieve a broad understanding of the resources and services available in the community for clients with acute behavioral health needs. Provide information and referral to clients on an ongoing basis. This may include information such as benefit entitlement, drug and alcohol treatment programs, vocational training, legal services, USCIS and immigration services, health and mental health services, housing and community resources.
  • Coordinate and implement overall treatment and services for assigned clients using harm reduction and motivational interviewing techniques.
  • Coordinate with other non-clinical service staff for shared clients and to inform group intervention designs.
  • Provide assistance in case planning and consultation to team members and housing site staff on clinical issues, case management, transference issues, sustainability practices/self-care, cultural considerations and diversity topics as appropriate. Provide guidance to teammates regarding diagnostic criteria and functional impairments.
  • Develop curricula and provide trainings to other Behavioral Health and Housing program staff. Provide follow-up coaching as needed to ensure implementation and assess effectiveness of training concepts.
  • Ensure treatment documentation that aligns with funder and agency expectations, including MediCal regulations, grant agreements and DPH best practices as applicable. Chart assessments, mental health notes, service plans, outcome measures, incident reports, and other documentation accurately and in a timely manner into required electronic systems.
  • Engage in Quality Improvement and Outcomes Management activities, including collection and analysis of demographics, outcome data (ANSA) and other metrics, as required and defined by ECS and various funding sources.
  • Participate in crisis response system, providing crisis management and immediate therapeutic response to clients experiencing acute symptoms associated with their behavioral health issues. Facilitate debriefing events following crisis situations.
  • Participate in individual and/or group supervision, PURQC/Chart review meetings and all required trainings.
  • Work closely with the Associate Director of Behavioral Health, and the Administrative Assistant/Quality Assurance Specialist to reach all service/billing goals and outcomes.
  • Maintain professional behavior at all times, appropriately representing the agency mission and philosophy.
  • Function as team leader and uphold the ideals of the program.
  • Attend all required trainings and meetings.
  • Maintain confidentiality regarding patient health information and comply with all laws of confidentiality and HIPAA requirements.
  • Perform all other duties as necessary for the good of the agency as directed by supervisor.

REQUIREMENTS:

  • Previous experience providing comprehensive Mental Health services required
  • Use of an electronic health record to document and bill for services required (experience with use of Avatar preferred if working under DPH contract)
  • Masters degree in social work or related field, with Board of Behavioral Sciences Licensure plus two years of post-licensure experience required.
  • Ability to become ANSA certified.
  • Experience in service delivery to homeless and other very low-income families and individuals.
  • Knowledge of and commitment to harm reduction practices, prescription medication supports, substance abuse and the interactions between prescription medications and substance use.
  • Working knowledge of funding sources, both public and private.
  • Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
  • Excellent written, verbal and interpersonal communication skills.

OTHER:

Must secure finger image screening and annual TB screening. Must be able to meet physical requirements of the position which may include long periods at a desk and/or computer workstation and lifting of up to 25 lbs. Must be able to show proof of COVID vaccination, including booster.
