Job Summary: The Facilities Manager oversees all facilities physical management of CCDC’s properties located throughout the City of San Francisco. The position requires an experienced leader and a team-builder with excellent administrative and interpersonal skills to inspire teamwork at sites. They must have extensive knowledge of building systems and maintenance, use sound approach to personnel, exercise good judgment in problem solving, and thrive in a stressful and active team environment.

Status: Full-time, Exempt, Regular 

Location: San Francisco Neighborhoods

Hours: Monday through Friday, general business hours; On-call 24-hours daily for problems and emergencies

General Job Responsibilities

  • Develop and implement facility management strategic plan.
  • Monitors work in process to ensure adherence to contract, blueprints, specifications and company standards, schedule, workmanship and signs off on completion of projects.
  • Develop, maintain, and manage operational standards for site inspections, preventative maintenance, authorization protocols, bidding requirements, etc.
  • Coordinate with Asset Management and Housing Development on Capital Needs Assessments and rehabilitation for each CCDC owned and managed property
  • Lead selection, contracting, and management of vendors and suppliers; renegotiate vendor contracts where appropriate
  • Regularly review comprehensive preventive maintenance schedule for all buildings
  • Manage the full range of services including maintenance and repair, janitorial, security, landscaping, sustainability efforts, and other project activities across a rapidly growing portfolio
  • Work with Housing Development and Asset Management on capital needs assessment and rehabilitation and other projects assigned
  • Work collaboratively with Property Managers and Maintenance Supervisors to develop, implement, and maintain programs addressing building safety, cleanliness, and preventative maintenance
  • Prepare annual energy analysis for each CCDC managed buildings
  • Prioritize and ensure completion of capital improvement projects
  • Conduct regular site inspections and respond to building emergencies, as necessary

Knowledge, Skills, and Experience

  • Strong interpersonal (both verbal and written) and team building skills
  • Detail-oriented and highly proficient in producing presentations, schedules, budgets with the ability to communicate effectively to large and small audiences
  • Capacity to work independently and exercise good judgment in problem-solving
  • High level of motivation, initiative and flexibility
  • Ability to work with people of diverse economic, social and ethnic backgrounds
  • Ability to respond to building emergencies 7 days a week, 24 hours a day (by phone)
  • Ability to manage conflict and stressful situations

Minimum Qualifications

  • Four (4) years work experience in the field of construction, architecture, engineering, and/or maintenance supervision, and a solid understanding of personnel management
  • Extensive experience in budget preparation, budget management, contract analysis, and contract management
  • Working knowledge of electrical, plumbing, carpentry, painting and refurbishing
  • Extensive knowledge of physical plant, building systems and maintenance procedures
  • Excellent organizational, administrative, financial, and communication skills (written and verbal)
  • Proficient in Microsoft Word, Excel, Power Point
  • Familiarity with the neighborhood of the portfolio

Preferred Qualifications

  • Experience working in the nonprofit sector
  • Experience in managing low income/affordable residential property
  • Knowledge of HUD, HCD, SF Housing Authority, SF Mayor’s Office of Housing and Community Development (MOHCD), TCAC, and other guidelines/programs and unit-based subsidies
  • Public Housing management experience
  • Asset Management/Compliance Management/Facility Management experience
  • Proficient in property management software
  • Experience in managing commercial properties
  • Bilingual in Chinese/Spanish/English

Condition of Employment
