THE POSITION: The Policy Analyst performs a variety of specialized duties for the purpose of supporting state and/or county level policy advocacy in alignment with Alameda County Office of Education’s (ACOE’s) mission, vision, and goals. This Analyst will work closely with the assigned supervisor to ensure strong alignment between state and/or county level advocacy efforts and agency goals, to support effective advocacy partnerships, and to elevate the agency as a state and county policy leader. LOCATION: 313 W. Winton Ave. Hayward, CA 94544 (In-Person) TYPICAL DUTIES: Analyzes and tracks state and/or county legislation and budget proposals, using a legislative-tracking database and spreadsheets to generate reports and integrating information from policy makers and experts. Drafts policy position documents, including legislative platforms, position letters and statements, bill summaries, and presentation slides. Research policy areas for possible advocacy and ACOE-sponsored legislation. Assists the assigned supervisor in representing ACOE in stakeholder meetings, including strategy sessions with advocates, bill discussions with legislative staff, hearings, state and/or county association policy meetings, local planning meetings, and others. Engages ACOE staff in reviewing state and/or county policy proposals and formulating agency positions on policies.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree with coursework in political science and/or policy required with data analysis, education, communications or writing courses a plus.
Experience: Two (2) years of experience analyzing policies related to TK-12 education or children’s issues; or equivalent training and education. Experience working in a TK-12 public education environment is highly desirable.
Equivalency: Any combination of education/experience equivalent to a Bachelor’s degree with major course work in policy.
